Requiem also comes with comprehensive overhaul to the perk system, however, the changes made are far too extensive for me to list here, though I will leave you with this: Now, I know you were not asking for a mod which changes Skyrim its self, but I have found (in my countless hours of play) that it often takes an interesting world to define a character. Requiem sticks to a 'who dares wins' policy, which is difficult, yet very refreshing and satisfying. In turn, the reward for clearing dungeons with high level enemies will be high level loot. With Requiem, however, all NPC's and Creatures will have a set level meaning that you will have to train to increase your skills before entering Bleak Falls Barrow.
In vanilla you will find that the world is scaled to you, so any bandits or wolves that you encounter will share a similar level to that of your character (for balance purposes). Have you tried Requiem? The mod makes Skyrim a lot more hardcore, implementing unlevelled enemies throughout the map.
